The Collapse of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: hopeful statements are released from multiple capitals. Considerable effort is expended on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment jolts you unexpectedly, shaking the windows. The brief panic quickly becomes sober acceptance: perhaps the approaching threat won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are evidently unprepared to fill in the short term.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This cycle will, no doubt, endure.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not change more in its benefit in the coming year.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but averting a entire defensive failure until conditions improve in its advantage.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
